Yu Faming, director of the Department of Employment Promotion of the Ministry of Human Resources and Social Security stated while having an online talk of the Chinese Government Website recently that Chinese present employment situation basically maintains stable, but the employment situation during a period of the present and the future is still severe, with the task of employment still rather arduous.
Yu said that since the fourth quarter of last year, the international financial crisis broke out, and the employment situation has abruptly been severe. The CPC Central Committee and the State Council formulated a series of policies of stabilizing and expanding employment, and governments at all levels resolutely carried out and implemented them. With the half-of-the-year efforts, the present employment situation has been basically stabilized.
That mainly presents as follows: firstly, the number of urban newly-increased jobs bounced back. In January, the newly-increased employees stood at 5.69 million, reversing the trend of rapid decline in last fourth quarter, with the urban registered unemployment rate maintaining 4.3%. Secondly, the employment of key employment group including graduates, migrant workers and personnel having difficulty with employment has basically stabilized. As of July 1, 4.15 million graduates have confirmed the positions, with the initial employment rate reaching 68%. 70 million migrant works who returned to their hometowns last Spring Festival have basically come back to cities and have their own jobs. Especially from January to June, 2.71 million laid-off workers realized the reemployment, among which 790,000 persons having difficulty with employment found jobs. And thirdly, the pace of enterprise post loss slowed down. The results of unemployment dynamic monitoring on 513 enterprises by the Ministry of Human Resources and Social Security indicates that from February to June of this year, the balance of the accumulative increase and deduction of enterprise posts is net increase, with the growth rate of 0.13%, and though the growth rate is small, there is a sign to turn better.
