The Liaoning government launched a second wave of clampdown on 45 local illegal steel mills on October 14. The raid, which has ordered to shut 27 mills, break down facilities at four, suspend operations at 11 for their absence of environment licenses, and put three on notice to make a change within a specific period, is expected to reduce carbon dioxide (CO2) emissions by 900 tons and dust emissions by 10,000 tons. Earlier, the government has scraped low-efficient facilities at 20 and shut down another five in its first environment-advocated action, which would reduce CO2 emissions by 105 tons and dust emissions by 825 tons.
