State Development and Reform Committee, Treasury, and Electricity Supervisory Committee have issued a notice that is about the implementation of different electricity prices policy.¡¶Notice¡·points out that in order to comprehensively implementing the policy, we will screen the high energy consumption industries in December all over the country; Divides it into three classes: permit and encourage, restraint and elimination; issues the lists of high energy consumption industries and the implementation of different electricity price.
Comments: state carries out it through three respects in order to restraining the development of high energy consumption industries. Firstly, through permitting link; Secondly, through producing link; carry out the policy to the high energy industries include electrolytic aluminum, ferroalloy,carbide, caustic soda , cement, steel- iron, yellow phosphorus, zinc metallurgy and so on. Thirdly, through exporting link; adjust the tax refund policy to export products. But permitting policy and different electricity prices policy are not implemented well, especially some phases of different electricity prices are dangling. The reason is why local governments take pursuit of success into consideration and have the instinctual impulses to support the development of high energy consumption. They offer favorable policy without authorization. Especially to the place where has the advantage to operate electric networks independently. They have the ability to continue offering favorable policy. At present the arrangement of high energy consumption industries show the trend that is moving from costal to Western areas where is rich in water. The city, state, county in south west areas are developing the high energy consumption industry. Therefore the national policy needs the help of compulsory, strict examination and responsibility system and can not adjudicate by itself. Only adopting the strict examination, testing and responsibility system can the policy will be truly implemented.
