Panzhihua Steel reported a loss of over one billion yuan in 2009 with its operating income slumped to 41.9 billion yuan from 52.4 billion yuan in 2008. A senior official of the mill blamed the loss on enormous fixed investment (up to 10 billion yuan) and the fact that the mill had to pay a higher level of tax revenues by three percentage points than an average of the industry.
