Premier Wen Jiabao presided an executive meeting of the State Council on February 24 to further discuss and arrange the adjustment and revitalization programs for the country’s key industries. The central government ordered the steel sector to squeeze and divert its surplus capacity, speed up the elimination of outdated capacity, rein in the growth of overall capacity, encourage production safety, environmental protection and energy efficiency, increase the costs of energy, resources, environment and land on those with low-efficient capacity, and establish a carbon-emission assessment system.
