Jilin Optimizes the Structure of Foreign-funded Enterprises to Attract Green Foreign Capital

The strength of policy support will be intensified for foreign-funded enterprises aiming at the development of Jilin provincial competitive industries in the aspects of registration, service and supervision.” On June 22, director of the Administration for Industry and Commerce of the province Zang Zhongsheng said at a symposium of foreign-funded enterprises said.
Foreign-funded enterprises of Jilin province, the northeast China’s old industrial base, possess low market shares within China. Up to the end of the first quarter of 2010, the number of foreign-funded enterprises of the province accounted for no less than 0.5% of the national total and foreign (foreign enterprises’) representative offices 0.28% of the total.
Last August, the State Council of China officially approved the construction of the "Planning outline of Cooperation and Development in Tumenjiang River Region—Taking Chang-Ji-Tu as the Opening up and Development Pilot Zone" to build Chang-Ji-Tu into an important growth pole of the northeast and even China, with the role of foreign-funded enterprises in the provincial construction and development increasingly outstanding.
“In the new-round rejuvenation in the northeast, we shall examine and check the foreign-funded enterprises to bring in the projects qualified for industrial growth and reject those high-pollution and high-emission projects and the projects unqualified for industrial policies. Though the threshold for foreign capital access is lowered, the requirements for projects can never be relaxed.” Zang said.
The province has also issued related policies and measures to simplify the formalities of registration for the foreign-invested enterprises engaging in modern agriculture, hi-tech industries, advanced manufacturing industry, clean energy, energy-saving and environmental protection industry and modern service industry to provide one-stop services for them and encourage them to be bigger and stronger in the province.
In the aspects of structural adjustment and transformation of growth pattern, foreign-invested enterprises in the province have also exerted a demonstration role.
